CHIEF JUSTICE D.GANZORIG RECEIVED AMBASSADOR OF THE EUROPEAN UNION TO MONGOLIA AND EXCHANGED OPINIONS ON FURTHER COOPERATION

Chief Justice D.Ganzorig received Her Excellency Ms. Axelle Nicaise, Ambassador Extraordinary and Plenipotentiary of European Union to Mongolia, on 19th of January, 2022, and exchanged opinions on further cooperation.

At the beginning of the meeting, the Chief Justice introduced the amendments to the Constitution, the concept of the Law on Courts of Mongolia, and the process of judicial reform. Information was provided on judicial reform policies to ensure judicial independence, discipline, and judicial transparency.

Ambassador Axel Nicaise said that she was pleased to work with the reform of the independence, transparency, and accountability system that underpins the judiciary, noting that the EU pays special attention to the implementation of international treaties, the appointment of judges, the retroactive application of the law, and investment agreements. She added, “The European Union has approved a new partnership program with the Government of Mongolia for 2021-2027. The program prioritizes support for judicial reform in Mongolia. We plan to pay special attention to ensuring the independence of the judiciary, increasing transparency, increasing public trust in the judiciary, and ensuring human rights.”

The Chief Justice emphasized that the Supreme Court of Mongolia intends to cooperate with the European Union in four areas. He requested assistance for the development of cooperation with the European Judicial Training Center and judicial training institutions in Germany and France in connection with the training of research-based judges. In line with the recommendations of the European Commission's Declaration on the Use of Artificial Intelligence in the Judiciary and Related Environment, approved by the European Commission for the Efficiency of the Judiciary, it is planned to introduce artificial intelligence in the judiciary. He also expressed his willingness to cooperate in establishing the unity of law enforcement, developing the processing and writing methods of court decisions. Within the framework of ensuring transparency and openness, they exchanged views on cooperating with the Judicial Institute of Training, Research, and Information to create infrastructure for direct access to court hearings, formulate manuals and trainers to improve court decisions and establish a training system.

Ambassador Axel Nicaise expressed the full potential for cooperation in these areas and called for special emphasis on gender equality and the participation of citizens and civil society.

The meeting was attended by Ts.Tsogt and D.Erdenebalsuren, judges of the Supreme court, D.Erdenechimeg, Director of the Judicial Training, Research and Information Institute, B.Batchuluun, Foreign relations and protocol officer, and Delegations of the EU to Mongolia.
