The newly enacted Law on Courts of Mongolia regulates the training program for judges to be developed by a Training Program Committee consisting of judges of all levels of courts and representatives of the General Judicial Council, the Ministry of Justice and Home Affairs, and School of Law and approved by the Chief Justice of the Supreme Court in consultation with the General Judicial Council.


Resolution No. 04 of the Training Program Committee dated November 1, 2021 submitted the Judicial Institute of Training, Research and Information to develop and approve the 2021 Judicial Training Program in the fields of Constitutional Law, Judicial Ethics, Criminal, Civil and Administrative Law.

Article 19.2.3 of the Law on Courts of Mongolia (revised version) states that the training program committee has the authority to submit proposals for the training of judges to the Institute, and in accordance with Article 24.1, 2021 training programs have been developed by studying the need for training for judges from all courts of first instance and appellate instance.

According to Article 24.3 of the Law on Courts of Mongolia, The Chief Justice has approved the 2021 judicial training programs in consultation with the Judicial General Council.

The training program for judges in the fourth quarter of 2021 is focused on the protection of the fundamental rights of citizens in the framework of constitutional law and the situation in COVID-19, and new legal regulations on the violation of judicial discipline within the scope of judicial ethics and prevention, disciplinary proceedings, and foreign experience in judicial ethics. In addition, the curriculum addresses issues of concern in criminal, civil, and administrative proceedings, such as the statute of limitations, the practical implementation of the principles of civil procedure, the new legal environment of tax and labor, and the methodology for writing court decisions.
