The Supreme Court of Mongolia organized international academic conference themed Administrative law codification and application: Interdependence on 4 June 2024 in Ulaanbaatar, Mongolia.

On the occasion of the 20th anniversary of the establishment of administrative court in Mongolia, Administrative case chamber of the Supreme Court of Mongolia is organizing series of activities including academic conference, discussions and meetings which allows participation from different stakeholders.

This academic conference is unique as it includes international academics. Justice Munkhtuya Dashdorj, Presiding Justice of the Administrative Case Chamber of the Supreme Court of Mongolia opened the conference and the Constitution Court delivered opening remarks and wished success to the conference.

Prof. Dr. Sarantuya Tserenbaltav, Professor at the School of Law, National University of Mongolia, Prof. Dr. Jürgen Harbich, former dean of Bavarian Administration College and Professor Emeritus at the School of Law, National University of Mongolia presented congratulatory speech.

Speakers from Germany, Canada, Republic of Turkey, Singapore, Japan and Republic of Korea attended. At the conference, Prof. Dr. Paul Daly, Chair in Administrative Law and Governance at the University of Ottawa (Faculty of Law Common Law Section), Mechthild Klein, Vice President, the Bavarian Administrative Court, Prof. Takahashi Akio, Professor Emeritus of Osaka University, Professor at Faculty of Law, Otemon Gakuin University, Prof. Eugene Tan, Singapore Management University, Prof. Eun-sang Rhee, Seoul National University School of Law and Mr. Ferhat Eker, Judge at the Department of Strategy Development, the Justice Academy Türkiye (Administrative Judge) presented their papers during the conference.

Justice Munkhtuya Dashdorj, Justice Batsuuri Mishig, Dr.Odgerel Purevdolgor, President of the Mongolian Bar Association, Dr.Sunjid Dugar, Chairman of the Human Rights’ Commission of Mongolia, Dr.Dulguun Battulga, Head of the Research Center of the Judicial Training, Research and Information Institute, and Mr. Bodibileg Amarbayar, Judicial Research Assistant delivered their presentations representing domestic speakers.

Speakers presented their presentations within the framework of the following 4 topics and shared their experiences.

  • To study the theory, current state, approach and international experience of administrative codification within the framework of theoretical issues;
  • The codification of administrative law in the framework of the legislative power;
  • Codification of administrative law and legislation in the process of implementation of administrative activities within the framework of executive authority and challenges;
  • Application of codification of administrative legal legislation in the process of handling administrative disputes in the judiciary.
